Why choose the Nylon Tarp Poncho over the Ultra-Sil Nano version?

The Nylon version is perfectly adequate for recreational hiking / emergency use. Thru-hikers will prefer the lighter, more compact UltraSil Nano version

Is the nylon fabric 'breathable'?

No. But a poncho has far more ventilation than a rain jacket; condensation is rarely an issue

Suitable for use in windy weather?

A tarp-poncho is not designed for use in very windy conditions. In windy environments, a belt - perhaps an Accessory Strap - is essential to prevent the poncho from flapping.
